It’s a long but simple process: You have to first visit cosmetic manufacturers, and pitch your idea.
Some manufacturers find products too complex and pricey to make.
Other manufacturers are afraid that your product won’t be “worth their time.”
You just have to keep knocking on doors.
Some manufacturers can do private and wholesale labels. Private is more door-to-door and wholesale is more professional.

Talk to a business consultant (it costs money to hire one.) They heed good advice. But, remember, a lot of successful business owners didn’t hire business consultants.
