When counting the racial makeup of Americans are kids included or is it only adults?
Do the census only count US citizens?

    The census takers count any one and every one they can find. They start with what if basically a phonebook listing of people, count them, then check for homeless, etc.
    I don’t know what you mean, “are kids included?”.

    In the census? Yes. Any one who was born, not yet died, is counted.
    As to “racial makeup”, children are the same race(s) as their parents.

    Depends on who or what prompts a “counting of the racial makeup” of Americans at the time. Those having a need of such information makes the rules as to who is included when they do their “counting”.

    The U.S. Federal Census counts everyone they can find living within the the United States per the U.S. Constitution citizen or not.
