There’s a makeup stain from my base in the white collar of my favorite sweater and it didn’t come out in the wash. I made sure not to dry it yet because I was told drying it sets in the stain making it near impossible to remove.

Try rubbing some dawn dish liquid on the stain and re launder.
Try rubbing vaseline into the stain, and use dawn to remove makeup and vaseline in cold water. warm or hot water has the same effect. Vaseline will help to pull the makeup out of the fabric, just use pressure, and work mixture into a lite lather. the use dawn to remove the goo. dont forget the cold water. The colder the better, it may take more than one treatment, however you will see immediate results after the first treatment.
you can leave it in bleach and water over night or you can try putting it in for less time (20 min 24 max).
