Sephora carries great base lotions and balms, and for eyeliner, I like Rimmel London, and Revlon color-stay liner works best. Revlon color-stay is extremely waterproof.
Try Shiseido eyeliner in waterproof. It’s abit pricier but it is rather amazing
I don’t know where you can get it in Singapore, but you’re so lucky that you live there!! I’ve been there a few times and I absolutely loved it. The food and shopping there is amazing!
If you’re referring to a base that’s going to keep your eye shadow/liner on longer, MAC makes a great primer (that’s available in many different colors) that goes on as a shadow and keeps everything from creasing, as well as increases staying power.
As far as a good water-proof eyeliner, I’m addicted to Chanel water-proof liners. They’re a bit pricier than most other brands, but it stays forever. Chanel is an international brand and should be available in most upper-end department stores (as well as duty-free shops and online.)
