I wear mostly Benefit products and I would have an amazing time working at a makeup counter in a Macy’s or other department store. How does that work? Do I contact the HR department at the particular department store or ask at the makeup counter?

It would be best to ask at the counter. Generally the hiring for these brands is done by the cosmetic companies themselves, not the store. Also try visiting the brand website, they sometimes have hiring information on there too that will be specific to the company / location.
