You can buy large paper yard waste bags at HD or Lowes. They may have biodegradable plastic as well.
Check out the brand BioBag. It’s a Canadian company, so other than the doggy poo bags, I’ve had difficulty finding them in the U.S., but maybe you’ll have more luck.
You could also try calling stores such as Trader Joes, Henrys Market, and Whole Foods to ask if they carry such a product.
