For years I’ve used my plastic grocery bags for small trash cans and to scoop out the litter box. Is this something that actually helps or does it just delay the problem.
I’ve switched to reusable bags for almost everything but still get them from time to time.

Yes. Stop driving your car. That will make more difference.
Line your litter box with old clean newspapers.
Then spread the new litter stuff on top.
Whenever you need to change the litter, well no need for plastics.
Use reusable plastic gloves to do cleaning.
Use biodegradable plastic bags, or use bags that are made from corn starch/potato/tapioca.
When buying disposable plates/spoons/bowls/forks etc…
Opt for earth friendly ones.
Yes and yes, you are helping by reusing a disposable item which reduces the amount of plastic bags you would purchase. However you are also just delaying the problem. We all survived before plastics, people had garbage before liners and indoor cats. I don’t use liners, I take the can to the garbage bin outside and if it is funky I give it a quick wash. I do try to put liquid items into something like a food wrapper before I toss it in. I have dogs and I scoop and dump directly into the bin, no plastic necessary, you can flush the poop or put it in newspaper, or use other bags that can’t be recycled, bread bags, produce bags (which I have also switched to reusable) etc.
The original mantra was reduce, reuse and recycle. You are reusing (I do the same for my cats) and that is a good thing in and of itself.
