I have permanent (pretty large) bags above my eyes. You can not see the crease on my eyelids and most of my family has it, so it is hereditary. I want to know if you can get them surgically removed or something along those lines. Is it possible?

Yes you can have them surgically removed. It’s probably a condition called Blepharochalasis.
