Should i major in art at a 4 year college then go to fashion school?
Or is there some other way i can do this?

I think you shoul know how to do patterns and sew. That’s really important. the you should go study fashion design. I think there are special schools for that.
A BA in art is nice but has little to do with clothes design
First thing to do is decide what type of fashion designer you want to be or do you want a different job in the fashion industry. Then you could find schools that offer art, design, fashion. as an undergraduate. You could seek out internships while you are an undergraduate. I would seek out the top design schools first, then see if you get in. Of course it helps to either attend college in places like NY or Los Angeles, where you would have places to intern or could work part time someplace.
I would suggest going to a fashion design school like Parsons or the Fashion Institute of Technology. You should build up a portfolio so you can hand it in with your application.
